Under the City Charter, the Mayor and City Council may appoint citizens to serve the city on committees and commissions to carry out various tasks in an advisory capacity to the Council.

Planning Commission
One such body is the Tillamook Planning Commission, which serves at the pleasure of the City Council and is the land use review body overseeing such things as plan reviews, conditional use permits, variances and and zoning issues. Members of the Tillamook Planning Commission are appointed at large for four-year terms. There are six members, plus a chairman. No more than two at any time may live outside the city limits.

Budget Committee

The Budget Committee meets annually to oversee the drafting of the City's annual operating budget. With assistance of staff, the committee meets multiple times over a series of weeks to review each element of the budget, recommend expenditure allocations and ensure proper fiscal procedures are followed. The committee is composed of a combination of citizens at large, members of the City Council and City Staff. When they have completed the budget, they submit it with a recommendation to the City Council for consideration and/or approval.

Finance Committee

This committee reviews the city budget, loan funds, assessment impacts and government grants.

Public Safety Committee

This committee serves as liaison among the Fire District, the 911 Center, Tillamook County Sheriff, Oregon State Police, and outreach to school youth and the elderly.

Urban Renewal Agency

The Urban Renewal Agency is the governing body for the Tillamook Urban Renewal Agency and oversees planning and execution of urban renewal projects and activities.

Beautification/Parks Committee

The Beautification Committee is composed of members of the City Council, the public at large and City staff. It advises the City Council on City downtown beautification projects.
